Low voltage wire is 12 volts. You would not even feel the electricity with your bare hands. Think of a 9 volt battery- hardly noticable with wet fingers. When installing wire around a house, I recommend burying the wire within 6 inches of the house. People usually don't dig that close to a structure.
So 5 years later when I am digging in my yard I suddenly hit a live electrical line with my shovel? Shouldn't that electrical line be buried inside an exterior electrical conduit?
